People's welfare versus efficiency?

The challenge with this decision is the choice of being big business
or small business orientated - it's hard to create a business when
required to have so many staff but it sure is sad to see so many
people out of work and without welfare in the US.

There has to be a smarter way that avoids having to choose between one
orientation or the other.
